Frost on a Phoenix heat pump can be normal on a cold, damp morning. The one thing that matters is whether the unit clears itself during defrost. A thin white coat that melts off is usually ordinary operation. A block of ice that grows, blocks airflow, or returns right away needs attention.

What actually happens

A heat pump heats the house by moving heat, not by creating heat the way a gas burner does. In winter, the outdoor coil gets cold because the refrigerant inside it is absorbing heat from outside air.
